The most important question to ask yourself before attempting the arm grab release is simply, can I prevent escalation by allowing the person to hold onto my arm or hand and asking them to let go? To answer that question, determine whether or not this person is just touching you on the arm or if there is an intent to harm. The person's manner will give you a clue about their intentions. If you feel threatened, do not hesitate to perform the release.
